WRKSMTPUSR - Same alias may be used for more than one user when unique for each domain.

Add a WRKFCNUSG QIBM_QTMF_SERVER_REQ* option to restrict the system ftp subcommand.

Any ftp client can log into the server and use the ftp subcommand system to determine the name of the OS and what level it is running. IBM does try to obfuscate the information provided by using the name of an OS long discontinued (OS/400) instead...
