Python support for external SQL stored procedures.

Today if the output source file and member do not exist, the procedure fails. I think the proc should add/replace the data in the output member but also add the member if it does not exist.

the new SQL service qsys2.dns_lookup_ip() should return all the DNS names. currently if only returns the first one found for your given DNS setup. the DIG command does return all associated names

Increase the maximum size of LOB objects to at least 4GB but perferrably 2TB

The 2GB "limit" on LOB objects is sometime painful. The limit should be at least 4GB but other databases support LOB sizes up to 2TB. So since this is the premiere database, I think we should also have the highest limits.
