OBJECT_LOCK_INFO() table function which accepts library name, object name, and object type - returns list of locks on that object

This is very similar to the OBJECT_LOCK_INFO view, but it can target a specific object similar to WRKOBJLCK command. It should be able to return the locks for the object much more quickly than using the view.
