Allow prioritisation of DNS MX record over A record for SMTP server.

Product - SMTP server, presumably part of 5770TC1. We have a situation where a destination DNS resolves to loopback and it causes QMSF to crash. It turns out that the A record has 127.0.0.1 as it's address and the MX record has the correct address...
