Always make Run SQL Scripts available, not just when in SQLRPGLE source

Being able to access Run SQL Scripts in RDi is great. But it'd be better if I didn't have to open a SQLRPGLE source to do so. Use Case: I use SQL to query data quite a lot and it's not always related to when I work on SQLRPGLE source.
