Package powervc like an appliance, either a hardware appliance akin to HMCs or containerize it.

We struggle to access root on RHEL instances as they are managed by another platform team. So if this were an appliance, we would have privileged access, as we would be platform owners.

PowerVC HMC connection to use sshkey

The HMC connection should allow for ssh keys to stop relying on the hmc username and particularly password. As our HMC Password is meant to change once used. So using a public/private key after the first authentication is necessary.

Support for untagged vNICs in PowerVC

PowerVC only supports tagged VLANs when using vNICs. If a VM has Port VLAN ID 0, which means untagged, the VM can't be managed by PowerVC. PowerVC should also be able to manage and deploy VMs with untagged vNICs.
