Change the QSYS2.IFS_READ Table Function to accept a variable as the Path Name

Allow optional input parameters in IWS / Websphere Service

Allowing optional input parameters on IWS / Websphere services would prevent requiring consumers of the APIs to pass in variables that are not being used. This would make the request look better and reduce bandwidth.
