Allow pwage expiration > 180 on user defined policy

When configuring user defined policy on HMC most values are configurable to what is needed to conform to our company password policy but pwage is not configurable to 365 or 99999. It is restricted to up to 180 days.

HMC File perms on /var/log/messages

File permissions of -rw-r----- on the /var/log/messages file do not allow any users other than hscroot to read the file. We require all HMC users to authenticate with their own accounts (in the hmcsuperadmin role).
