IPTRACE and TCPDUMP need to record in PCAPNG format

PCAPNG is the new format being used by wireshark to view network traffic. Encoding iptraces and tcpdumps in this format will allow better manipulation of packet trace files by customers and network support personnel at IBM and/or worldwide.
