When open member in editor(Ctrl-Shift-A) for display or print file, add open or browse with report designer/screen designer

Instead of having to the remote systems and select a member, right click and browse or open with, have this option added to the pop-up when you do a Ctrl-Shift-A. Use Case: It would be used anytime you open a display file or print file.

ACS - IFS upload option to specify Unicode (UTF8)
