snap should collect /etc/filesystems file

Currently, the snap command does not collect the /etc/filesystems file when you run snap -ac. It would be nice if we get that file to debug any filesystems problems.

IKEv2 support of RFC 5996

In host to host IPSec configuration, when both ends start to negotiate IKEv2 at the same time, there is a collision.AIX creates multiple SA's instead of detect collision and do mitigate. This is due to IKE doesn't implement RFC 5996.
