HMC should be enabled to use NTP slew mode

NTP can be configured to slew the clock. When slewing the clock the time on the system is incremented slower until the system clock is in sync with the time on the reference system.

Virtual HMC is missing VM tools - this is primary a nice to have request to get rid of the warning in vSphere. Open VM tools are a part of almost all Linux distributions and could be included on vHMC OVA.
