Allow dual HMC to manage each others BMC for updates

Currently, POWER based HMCs require an extra Linux based ppc64le LPAR in order to update the BMC on the HMC without a browser. In a dual HMC environment the opposite HMC should be allowed to update the HMC BMC.

Please make the newer HMC models like the 7063-CR1 & 7063-CR2 models be able to read USB flash drives formatted as exFAT or NTFS. The latest service pack ISO file for V10R1 (Service Pack 1021) is 5 GB and is too large to go on a USB drive formatted as FAT32. The HMC is onlt able to read FAT32 formatted flash drives so I can't do my service pack update using a USB flash drive. I have to perform using the network method which is a bit more cumbersome. If the HMC was updated to allow USB format exFAT or NTFS then I could do ISO updates that are larger than 4 GB using the USB flash drive like I have always done in the past. Thanks.

Makes it more convenient for everybody using the HMC to do updates.
