PM and Self Service Role ability to View and manage data volume snapshots in web interface

Existing roles in PowerVC can create and list data volume snapshots with the API but can not see those same elements in the web user interface. This can be confusing and introduce continuity issues for users of the system.

IBM PowerVC will push host file update to a deployed VM to add the local host , it also allows updating VM with DNS, this feature is to push a fully populated hosts file to the target VM to bypass the need for a DNS
