Support for untagged vNICs in PowerVC

PowerVC only supports tagged VLANs when using vNICs. If a VM has Port VLAN ID 0, which means untagged, the VM can't be managed by PowerVC. PowerVC should also be able to manage and deploy VMs with untagged vNICs.
