    Thank you for submitting RFE.
I think the major concern here is requisites. But for the same reason we are providing yum bundle and yum.sh script from AIX toolbox.
Does yum not resolve the issue of requisites?
Is there any other issue why python from AIX toolbox can not be used ?

Is there anything wrong with the yum version on the AIX Toolbox disc?
