Unify the formats/places/download methods/install methods for AIX patches and fixes. Make blocked filesets obsolete.

Preparing something like a patch bundle for AIX (e.g. on a central NIM server) is a mess. We have to deal with different:

formats:
lpp, epkg.Z, rpm, tar balls

places:
fixcentral: for AIX TL/SP
developer works: for java, rsct (special versions for PowerHA)…
aix.software.ibm.com/aix/efixes: for e-fixes

install methods (keep in mind we have to install the fixes on LPARs and into SPOTs):
installp
emgr
rpm
yum

If you have puzzled all this together, you might detect that you can't install one of the e-fixes, because of blocked fileset -> open PMR to order combo fix -> wait -> start again

A common method of managing all the types of fixes (preferred in same format, e.g. rootvg.net provides LINUX tools as lpp) would make life much easier. Like in yum it should be possible to define all needed places and download all needed software/fixes provided by IBM. Might be with extended suma or completly via yum.
