Build OpenSSL packages ffor AIX as relocatable

Sometimes there's a need of having multiple versions of OpenSSL installed on one server due to various application requirements.

That's why OpenSSL should be built as relocatable package - so another version of package can be installed into separate usil (ready to be used by application tat requires it), whilst system-wide version of package is installed in standard path.

    Note there is a restriction for packages not installed in the default location.
    Namely any ifix built for package installed in the default location cannot be applied
    to the package installed in alternative location.
