alt_rootvg_op update_all ignores RPM updates

In AIX 7.1, alt_rootvg_op -b update_all is ignoring all RPMs from update source location provided.
As identified in linked PMR, this is caused by alt_rootvg_op not passing parameter "-r" to command install_all_updates, which is taking care of actual updates in alt_rootvg.

Current workaround for this issue is to wake up alt_rootvg, and perform "install_all_updates -r" in chroot.
Whilst this workaround satisfies us temporarily, alt_rootvg_op should be able to handle all the updates seamlessly.
Therefore, we propose alt_rootvg_op should pass on parameter "-r" to install_all_updates.
