MPIO should provide a mechanism to degrade path that return errors

Currently, AIX MPIO PCM provides a mechanism to mark paths as degraded and even fail them when reaching rw_timeout.
In some cases (fabric physical degradation) those paths may have been showing errors well in advance or the storage may have aborted the IOs sent.
At the moment there is no mechanism to use that information (errors on one/some paths of a multipath device) to prioritize the paths not showing errors and the inevitable timeout will occur, causing situations as the ones described on RFEs: 131721, 117897 & 125819
It should be possible for some of those situations to be preempted with a mechanism similar to timeout_policy.

    Included in the AIX 7.2 Technology level 5 announcement : Enhancements to AIX Fibre Channel device drivers (including multi-pathing) for 16 Gb and faster adapters allow AIX to receive and process SAN switch fabric congestion status, thus providing better and faster pathing decisions.

    AIX does use degraded for more than just timeout errors; we set paths to degraded state for every error that we feel it is reasonable to do so. Enhancements are made in each release of AIX to further refine and enhance capabilities to ensure we degrade paths appropriately based upon a range of errors. Additional updates are planned in future releases.
