loginherald script in AIXPERT does not accept customized herald message

AIXPERT subsystem supplies a ksh
/etc/security/aixpert/bin/loginherald
to setup login herald in /etc/security/login.cfg

but script has restriction that it use hard coded default loginherald message. see line 105 of script

chsec -f /etc/security/login.cfg -s default -a herald="Unauthorized use of this system is prohibited.\n\rlogin:"

so, there is no way to setup a customized loginherald, either hard coded herald or nothing.

This can be changed and should be changed with a new parameter to be passed from XML to the script and setup a customer wanted loginherald.

It may require change to the XML file that will save and keep the customized herald, example:

<AIXPertDescription>Set login herald: Set login herald in default stanza</AIXPertDescription>

<AIXPertCommand>/etc/security/aixpert/bin/loginherald</AIXPertCommand>

<AIXPertArgs>a hls_loginherald</AIXPertArgs>
<AIXPertArgs1>This is JPMC login herald.....</AIXPertArgs1>
