Redesign of software downloads

This is intended to encompass all IBM downloads for software, firmware and even the mdt iso.
We need a better software distribution model that can allow for a CLI session to be used to select and download installs/patches for whatever version the user is entitled to.
With Linux this would be in the form of repositories, however with IBM I believe it could be done with sftp and/or rsync. Users already have the option of using their account for uploading ticket files to boulder, but this redesign would involve having all software they are entitled to available in a directory structure accessible in a CLI manner than can be scripted and easily managed.
