The reason I asked is because as per IBM recommendation http was used in the example.
If file option would work as per the generic available docs for yum, I am fine for you to close this. We will test and revert if we need more info from IBM.
.yum is an open source tool and the documentation is publicly available. The file/// option will work similar to as on other platform.
We do not have any specific documentation about how to use file/// in conf file for AIX because it will work as it works on other platform.
You will have to create a local repository on system and put the location of repo file path in the file///.

AIX Toolbox yum/dnf support generally same protocol as supported by opensource yum/dnf.
This includes ftp://, http://, https://, file://
You can use file:// if repository is located locally or ftp://, http://, https:// for remote repo.
