Implement support for SMBv3 in bos.cifs_fs.rte

Since Windows16 doesn't support SMBv1, there is no chance to mount Windows16-Shares via CIFS on an AIX-Lpar, because the latest bos.cifs_fs version only works with SMBv1.
SMBv2 and SMBv3 are not supported.
We would appriciate, if bos.cifs_fs.rte would be enhanced and developed further to support SMBv3, so we could provide access to shares on newer Windows Server to AIX-Lpars.

    SMB 3.0.2 support for AIX 7.1/7.2 is now available! It was made available via the expansion pack https://ibm.biz/BdzSbW.

    This is a major issue because Azure only supports SMBv3, and CIFS shares from Azure are needed to protect/offsite things like Spectrum Protect database backups, and other files.

    Also, many Windows servers, even prior to 2016, are disabling SMBv1.

    AIX has SAMBA 4 in the yum repository, but no mount helper there.

    The only CIFS mount helper is in the base OS, and it has not changed substantially in more than a decade.

    This is a major customer sat issue and putting a multi-million dollar IBM migration at risk.

    I also support a lot of German clients who request the support of SMB V3 within AIX.
