inetd needs hardening

inetd is too easily killed. We have had numerous examples over the years of customers or cluster software resetting systems only to find, looking in the crash dump, that inetd is not running.

This is odd because srcmstr is responsible for restarting inetd, yet in the dumps we have looked at inetd is not running.

Without inetd there is no new network connections are possible so this is a critical component.

We have surmised that a killall script, or an fuser -ck command, or something similar may be responsible but we don't know and there is no LMT data to help us.
