EC (Elliptic Curved key) support for the TE Certificates

We think it's a good idea to support Elliptic Curved key support for the TE Certificates, this because TE is a (very reliable security tool) and it is a bit strange that it does not support the better (newer) encryption methods.

We use TE also to protect our own devellopt programs and scripts and we are now have the only option to sign it with certificates based on RSA.
If we understand it right from the security people dsh and rsa key are getting obsolete.

    IBM has evaluated the priority of this enhancement proposal relative to other future product content and determined that this RFE will not be pursued for a future product release. Future investments in encryption algorithm support will prioritize post quantum or quantum safe implementations.
