Thread usage statistics enhancements

1. Thread usage stats based on accumulated time dispatched to CPU
Request new stat available, via getthrds64 and getrusage(RUSAGE_THREAD,...) accessors, to reflect the accumulated time the thread is dispatched to CPU. Breakdown by user time and system time is preferred.

Sanity check: Let's say U is the user time-while-dispatched charged to the thread under the new statistic, S is the corresponding system time charged to the thread, and T is a given time interval. If the thread is dispatched continuously to a logical CPU during T, then the ratio (U+S)/T should be (near) 100%.

- Tests of the current ti_ru field in AIX 7.1 TL3 SP3 shows it appears to use a different, incompatible, measure that may be based on core utilization metrics.
- Tests of the current ti_ticks field in AIX 7.1 TL3 SP3 shows it does not report accumulated ticks while dispatched, so not suited to satisfying this request.

2. Per-Thread system call counters
Request new statistic through getthrds64 accessor.

    .IBM has evaluated the priority of this enhancement proposal relative to other future product content and determined that this RFE will not be pursued for a future product release
