Increase performance of csum command

Starting with AIX 6.1, the performance of the csum command has dropped considerably, compared to AIX 5.3. AIX development support investigated and found that this was due to the csum command being modified to use libclic.a library functions. The analysis of where the extra time was was presented to the AIX component owner of csum and libclic.a through an APAR draft. The component owner determined that this was not something that could be considered a defect, and that it needed to be addressed through an RFE.
