AIX ODT doesn't handle incoming tunnel negotiation request correctly

AIX ODT doesn't handle incoming tunnel negotiation request correctly. Instead of finding the exiting ODT, it creates a dup tunnel anew (non-odt tunnel, which would result in SA_expired/SA_expired state when the other end executes SA idle timeout and kill the tunnel connection.

    Now, the new fix doesn't create dup of SA but it failed to create any tunnel if there is an active Phase 1 with no active Phase 2.
