Update pconsole LWI version

This is opened on behalf of a customer. There is a long history of notes with David Clissold, Rachel Anitha, and others.

The bottom line is we need to update the LWI that pconsole uses to be current. The reasons are:
- to address POODLE
- to fix a CPU usage problem
- to fix other issues and be able to get support from the LWI team

For the customer we have given them a temporary fix that pulls in some part of lwi code, and even dropped that into cmvc (Ajay K, not sure the defect #). But we need to do a full update to the latest version of LWI for pconsole.

This should be routed to Rachel Anitha's team, who is well aware of what is needed.

    The LWI software in pConsole was updated in AIX 6.1 TL9 SP6 (and later), and in AIX 7.1 TL4 (and later). This helps to simplify support of any LWI issues.
    Note also that although pConsole remains supported in the current 6.1 and 7.1 levels, it is retired from AIX as of AIX 7.2.
