Change disk status if a LV is in stale status

At our client Robert Bosch we were faced with the situation that a write error to a disk in a mirrored VG resulted in a stale partition but did not take the disk offline. Therefore the LPAR crashed.

There should be a flag to configure a disk (or VG) in a way that in case of write errors the disk will be taken offline either immediately or after a (configurable) amount of stale partitions.

We opened a PMR and Evan Zoss from L3 support based in Austin recommend to open a RFE. The solution could be a command which allows root to immediately set a mirrored disk (or VG) into missing state to be able to stabilize the system.

    Added new flag "-e" to mkvg/chvg commands to enable/disable Critical PVs.
