Enable RAS for sysalloc when kernel_psize==16M

In the current design , sysalloc RAS is disabled when kernel_psize==16M.
So ,when kernel_psize == 16M and kernel_heap_psize == 4K , kdb's xm -u does not show any records for the current allocations.
The problem here is that allocs from non 16M heaps do not report allocations, just because some other heap ( heap0 ) is 16M.
With AME turned on , and with huge memory(10GB) , many customers end up with kernel_psize=16M and kernel_heap_psize=4K as default setting.
Hence , they face this problem of xm -u not working.

    AIX 7.2 TL 0: No APAR
    AIX 7.1 TL 4: IV76285
