Additional user trace hooks for AIX

There are 14 User trace hooks (HKWD_USER1 - HKWD_USERE) currently defined.
Many applications are being instrumented using these hooks. As this grows, rather than having to double-book hook usage and manage overlapping trcfmt definitions, it would make more sense to reserve additional hooks for application use. Suggest 256 hooks be reserved for application use. The deliverable would be an updated sys/trchkid.h annotating the reserved range.

System Trace already supports around 240 user trace hooks. Users are free to use any of these user trace event Ids and these need not be defined in trchkid.h. An extract from the AIX documentation is provided below:

"To allow users to define events in their environments or during development, the range of event IDs from 0x010 through hex 0x0FF has been reserved for temporary use. Users can freely use IDs in this range in their own environment (that is, any set of systems within which the users are prepared to ensure that the same event ID is not used ambiguously)."
