IPTRACE and TCPDUMP need to record in PCAPNG format

PCAPNG is the new format being used by wireshark to view network
traffic. Encoding iptraces and tcpdumps in this format will allow better manipulation of packet trace files by customers and network support personnel at IBM and/or worldwide.

    Libpcap version in AIX730 will be updated to 1.9.1. which by default with tcpdump has the pcapng format
    iperport -T option will work for the pcapng format

    For tcpdump, we're trying to stay very close to the code from
    tcpdump.org. tcpdump uses libpcap for saving files, and libpcap
    doesn't write PCAPNG files, though newer versions of libpcap can read
    PCAPNG files.

    iptrace writes in both its own format or pcap format. It's possible
    that ipreport would pick up the ability to read PCAPNG files when AIX
    upgrades to a newer version of libpcap.
