Second stage of UDP receive rate improvements

Seek to attain a goal of 1 million packets per second on receive, for a single-stream of UDP multicast. The mechanism at this rate should be lossless and sustainable.


Assumptions:
- Full system LPAR running AIX 7.2 TL1.
- POWER8: models S824 (24-way 3.9GHz), E850 (32-way 4.1GHz) and E880 (64-way 4.5GHz)
- A pair of Mellanox CX3 Pro NIC ports in an LACP bond
- Software should be positioned for backport to AIX 7.2 TL1.


There is flexibility on achieving this by standard kernel mechanisms or kernel bypass.

    UDP receive rate improvements were delivered beginning in AIX 7.2 Technology Level 3.
