vNIC Takeover needs to much time

vNIC Takeover needs to much time in certain configuration up to 30 sec. According to IBM Support it works as designed.

    improvements in VNIC takeover time are delivered in VIOS 3.1.2. IBM continues to monitor and evaluate performance in this capability but no additional enhancements have been identified at this time.

    As a best practice to reduce vNIC failover times it's best not to have more than 20 vNIC backing devices driven by the same VIOS and target the same adapter physical port become the active backing device for vNIC clients at the same time. The more backing devices which target the same adapter and physical port driven by the same VIOS attempting to become active backing devices at the same time may impact the time it takes for vNIC failover to complete.
