Improvements to CSS LDAP

1) Currently if we are enabling domainless=true in LDAP for CSS, it is required user to set dist_uniqid=always. Why this can't be default behaviour or atleast giving warning to make it "dist_uniqid=always".

2) Currently when we make domainless=true in LDAP for CSS, we can't have same user name across LDAP server and local, why is this restriction it has to be taken off, or else it should not allow to create itself.

Along with the above limitations there are another 9 documented in Knowledge center, we wish we need to allow the OS to land up in that situation.

    Domianless group feature is working as design. It is already documented to turn the attribute "dist_uniqid=always" to avoid duplicated users.
