Provide a secure AIX provisioning process

Modify the AIX provisioning process so that TFTP and NFS are not required and AIX use HTTPS or another secure protocol.

    Our current roadmap does not include plans to further enhance network protocols used during network boot/install. The initial program load performed during network boot has the requirement on bootp/ tftp support and would require firmware (tcp stack) additions in order to support http client request.

    IBM recommends to move to cloud deployment models with PowerVC Cloud manager for efficient deployment of AIX virtual machine instances without a requirement for tftp and NFS.
