efsenable should use a defined umask

When root is using the AIX default umask of 022 the command efsenable annd all other dependend commands work fine.

If an other umask got used when using efsenable. For instance 077. The command efsmgr will not work when executed by a user,

    .Hi, Can you check out if the new AIX LV encryption feature can meet your data-at-rest encryption requirement. EFS is an old technology, which we anticipate to be replaced by the encrypted LV solution.
