OpenSSH installer on AIX to refresh sshd subsystem as a part of post install

Right now upgrading OpenSSH on AIX does not always automatically refresh the sshd subsystem. 

This behaviour has been like this for some time - but there is now an additional complication: Upgrading OpenSSH from version 8 to 9 causes sshd to refuse all incoming SSH connections until it is refreshed. 

This has the potential to cause servers to drop 'off the air' and refuse all incoming connections when OpenSSH is upgraded. Historically OpenSSH patching and upgrade activities have been a 'seamless' online upgrade - this behaviour is resulting in an outage for SSH inbound communications when OpenSSH is upgraded.
