New command to substitue for emgr -l for read-only, non-root access

Right now if you want to use the emgr command to list efix data for automated data collection, you have to give root level access to the command or another script that runs emgr. Please consider adding a discrete command that only reads emgrdata files as a non-root user or something that can be contained in its own unique security role. This would allow for safer integration with third-party tooling for security compliance tracking.
