proxy support for emgr_check_ifixes and emgr_download_ifix

Corporate AIX customers often use a proxy in their company to control internet access.

However, there is no proxy support in emgr_check_ifixes and emgr_download_ifix.
These commands only work with direct internet access.

To make these new commands usable for corporate customers there should be proxy support for them.

HTTP/HTTPS Proxy (without user-auth - and no Socks) would be sufficient for us.

    We are working for a Duch bank, direct Internet access is not allowed for many other customers I think.

    Why not work with proxy servers in combination with a valid certificate?
