Implement IO tuning parameter value for 'dk_closed_path_recovery=1' by default

Enable 'health_check' command to run on paths to disks, which are not open and active in the kernel, by default as to allow automatic recovery.

    When enabled, this feature periodically attempts to recover paths designated as "Failed," even when the corresponding disk is closed and health checks cannot be conducted on such closed disks. To maintain system efficiency and avoid unnecessary processing overhead from inactive disks with a large number of disks configurations , dk_closed_path_recovery is disabled by default . Instead, this feature is provided as an option for customers to enable based on their specific requirements and SAN sensitivity, thereby ensuring enhanced flexibility and control.
