Need new Era year (GENGO) support for AIX Japanese environment

Japan's Emperor Akihito will step down in April 2019. His abdication will mark the end of the Heisei era, and he would be immediately succeeded by his son Crown Prince Naruhito on 1 May, which would start a new imperial era.

    Unicode code point U+32FF has been reserved for representing the new era name.

    Examples of adoption include Java 8, which supports 1873 (Meiji 6) and forward.

    Recent era dates are Meiji 1 was 1868. Taisho 1 was 1912. Showa 1 was 1926. Heisei 1 was 1989. Heisei 31 will become a new era when the current emperor retires. The new era name will be published in February, 2019 by the Japanese National Diet.

    Months are the same as ISO months. Year 1 begins when the new emperor ascedes to the throne. Year 2 and later begin January 1.
