Add AIX and VIOS Error-Log Entries for FPIN Actions

Add persistent AIX and PowerVM VIOS error-log entries when Fabric Performance Impact Notification events cause changes to storage-path or device behavior.

FPIN correctly reports fabric conditions such as congestion or link degradation. This enhancement is not intended to replace SAN monitoring or treat FPIN as the root cause. The issue is that AIX and VIOS may act on FPIN notifications without recording those actions in errpt.

During a recent incident, paths were marked Missing or Failed, and in some cases entire hdisk devices were removed from the AIX device configuration without any corresponding errpt entry. Running cfgmgr rediscovered the devices, but the lack of host-side logging made the issue difficult to diagnose and correlate with the fabric congestion.

When AIX, VIOS, or the PCM changes path selection, path state, throttling, or device availability in response to an FPIN notification, the action and affected resources should be recorded in errpt.
