Native needrestart command for IBM AIX

IBM AIX would benefit from a native needrestart command similar to the functionality available on Linux systems. After installing updates, Interim Fix (iFix), Service Packs, or Technology Levels, administrators currently have no simple and standardized way to determine whether a system reboot is required.

A built-in command could provide a clear status indicating whether a restart is needed and expose this information through exit codes for integration with monitoring and automation tools such as Zabbix, Nagios, Splunk, and IBM monitoring solutions.

This enhancement would improve operational efficiency, simplify patch management, reduce the risk of missed reboots, and bring AIX closer to modern administration practices.

Reason:
- Kernel-related update installed
- Changes will take effect after reboot


This would allow both administrators and monitoring tools to quickly identify systems that require a restart after maintenance activities.
