The ask is to allow connection from Novalink for all requirements for the PEP2.0 and CMC to operate correctly with no dependancy on HMCs. Hope this clarifies your question.
Yes, its still possible to use CMC with PEP2.0 in an environment where Novalink is the controller, but HMC is also attached. One thing to note though is that if there is no rmc connection between HMC & LPARs, Linux OS metering (RHEL/SLES/RHEL CoreOS) will not be possible. Does this address the requirement or in this case is the plan to use Linux OS metering as well?

Thanks for the questions.
All systems are all connected to a pair of vHMC's for call home support in addition to the Novalink. However, novalink is the primary management of the systems via PowerVC.
There is IP V4 connectivity from vHMCs to LPARs. However, not all LPARs are active on its RMC connectivity due to various RHEL OS version they use. They still have RHEL 7.4 and later on BE and LE. Therefore some LPARs are not active on the RMC due to RSCT issues.
Having said above, can you please double confirm it is still possible to enable CMC with PEP 2.0 while the systems are managed by Novalink primarilly eventhough there are some VMs not active on it's RMC connectivity from vHMC's?.

Even in the case, where Novalink is used as controller for managing systems, if an HMC is connected , CMC can still be enabled from HMC and can work with PEP2.0. In this specific case, is there an HMC connected to the system and is rmc available between HMC & the partitions?
