The blog at https://ibm.biz/BdHySn also explains on the logging done when LPM operations are performed and with the rsyslog support on HMC, the logs can be sent to a remote server which could be used to prove that LPM has not be performed.
The LPM logging was recommended to us by the IBM Oracle license experts in a recent call, even though we would disable LPM for these specific partitions.
The rationale was that any additional logging wold be helpful as evidence to Oracle that LPM had not been in use for the VMs running Oracle databases.

There is a new capability which was introduced with HMC V8 R8.4.0 to disable LPM at a partition level which can be used for use cases mentioned in the request. Please read the blog on the same at https://ibm.biz/BdHySn for more details.
