HMC - Check network setting before checking for system LIC upgrades

when checking for Power server LIC upgrades, HMC reported "No updates available on IBM Service web site". As we upgraded a different server on an other HMC there was some confusion.
After some checking we found the HMC DNS/IP routing settings were wrong. The HMC was not able to reach IBM service web site.

    With V9 R2 M950, there is additional details added in the error message to indicate the reason for not able to find updates instead of a generic message.

    The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.

    Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.

    At the very least, I would like to see this checking in the HMC call home verification Test.

    Attachment (Description): system has valid UAK - HMC reports level 27 installed, but does not report currently available level 34 due to network issue. Should report at least the network issue.
