there is no „ readyness check „ for BMC-based systems in HMC-GUI.
system readiness : updlic -o k -command did not give valid result.
The command-result : " HSCF0281E BMC based systems must be powered off before
performing a firmware update " is fully misleading because the intention was not to update. Intention was to check system readyness.
enhance/implement readyness-check in HMC-GUI, fix HMC-CLI command.

For BMC based Open Power systems, HMC does platform or hardware management only and not virtualiazation management. Hence the message to make sure the Host and partitions are powered off before starting the update.
